Texas public education infrastructure is undergoing unprecedented stress. Enrollment declines, historic bond election challenges, and shifting community demographics have triggered an epidemic of school closures and campus consolidations across the state.

At the same time, the state's funding mechanism - based on Average Daily Attendance (ADA), systematically reduces funding for districts when students are absent. This causes a disconnect from actual costs of preparing facilities and staffing for all enrolled students with school finance.
